P1AR Judgmental Shooting Course and Legal Articulation

Course Approval

This training course is designed to fit the operational requirements of law enforcement, government, and military units tasked with high level tactical tasking’s employing helicopters. This program employs skill sets and methods approved and adopted by civil government and military helicopter special operations units around the world.


Activities are based on specific tasks that student participant may be responsible to perform during a tactical operation
-The student must be 21 years of age or older
-The student must be in good physical and medical condition
-The student must have adequate insurance coverage

Course Objectives

Priority 1 Air Rescue’s Judgemental Shooting Course provides tactical team members with the planning, evaluation, execution, and legal articulation of Air Borne use of Force and Sharpshooting. U.S. Supreme Court precedents have mandated that US agencies provide ongoing, realistic, effective judgmental shoot-don’t shoot training for all law enforcement agencies. Participants will discuss and practice law enforcement shooting scenarios whereby they have to determine if the individual has a weapon, has the intent and also is progressing to use that force. Flight exercises are also provided to place the students and pilots in realistic environments they will see while performing aerial gunnery operations.
Priority 1 Tactical Legal Articulation portion provides the vital link between successful deployment and successful prosecution. We provide operators with the skills they need to present evidence professionally using terminology that works with the prosecution to present best case evidence and establish the credibility of the team. From mission planning to post event debriefing, Priority 1 Legal Articulation training provides the concepts and tools to ensure the tactical plan will withstand the scrutiny of criminal and civil courts.

Output Objectives

Upon successful completion course participants will have a Basic level of capability and proficiency to perform Judgmental Shoot- Don’t shoot Training (Law Enforcement personnel) including legal considerations and ramifications for Aerial Use of Force.


Course participant evaluation will be written knowledge tests and practical examinations will be in a skills checklist format. Upon satisfactory completion, student will receive certification to course standards.
